I’ll start first with L.A.

2. Chinatown
3. Once Upon a Time in Hollywood
4. LA Confidential
5. Swingers

Just my opinion, but the steel mill town sort of defines the personalities of many of the characters. I think it's in Pittsburgh, but don't really remember.

For me Lebowski's setting was never that vital.  Those other ones, the time/era is just as important as the physical city.
I'll add Repo Man for early 80's punk LA.

Whole heartedly disagree about Lebowski. That movie IS L.A.

Just look at the Strangers opening monologue.

The Big Lebowski in a nut shell is about The Dude in L.A. The city is his backdrop. That opening scene with tumbleweed takes you throughout the city. The movie takes him all over the area - Where he lives in Venice, to the Big Lebowski’s in Beverly Hills, to the drop off in the canyon, to Jackie Treehorns in Malibu, to the mighty Pacific where Donny’s ashes are spread.

The best Paris movie on my list is Amélie, but Hugo is a very good film too. Highly recommend.
