The Who have a pretty thin tour history in Quebec considering they first played Canada 58 years ago. A total of 7 shows in all that time, typically a single show in a hockey arena. No stadium shows at any point. So it is likely they attempted a stadium show on the 1989 tour but had to cancel because they did not sell enough tickets. Sometimes Quebec sort of rejects what the rest of Canada loves. Coldplay has been unable to play stadiums in Quebec as well.
Quebecers are known to be odd. Vancouver is smaller than Montreal and we sold out 2 stadium shows for the 89 tour.

The Who were staples on rock FM stations in Montreal. I don’t recall what happen exactly in 1989 with that tour. Must have been something else than low tickets sales.
The Big O is the only stadium that can hold large rock concerts, but for the past 10-15 years, it has been rarely used for music. It was in need of some major renovations and that is ongoing right now. It’s the reason Coldplay didn’t come here during their last tour. Lack of a proper venue for their stadium setup.
They would have easily sold 2 nights at the Big O, as they are very popular in the province.
Remember U2 built a temporary stadium in the city for 360, simply because the Big O wasn’t up to their standards.
When renovations are completed (2027 I believe) the city will be able to invite the big acts that do stadiums.
