Many British artists became tax exiles in the 1970s and didn't reside in London much.
The future is bright at Everton FC  8)

Madchester is not even an option?

Didnt most of the Brit bands relocate to London once they made it? The Beatles did

If I can ever make up my mind between '60s London, '60s Detroit (MC5 and The Stooges should be on there, but even without them the list is unreal), and '90s Seattle, I'll cast a vote. Ain't gonna be today, though.

Probably in the sixties yes but the 80s/90s Madchester scene Codeguy refers to was specifically against that.

"There's nothing wrong with U2. As far as I'm concerned, I've stolen from Larry Mullen's career for years. Without Larry, I wouldn't be able to stomp and sing, it'd be difficult. I mean I owe debts to the Bhundu Boys, Larry Mullen, Stewart Copeland. They're good players, and they're great songwriters" - Gary "Reni" Wren, drummer, The Stone Roses reunion press conference, 18/10/2011

"I'd just like to put on record that that's bobbins" - Ian Brown, singer, ditto

I voted for London 1960s.

The list needs another category for the PUNK/NEW WAVE scene in London which is about 1976 to 1984. Sex Pistols, The Clash, The Damned, The Jam, The Police, Joy Division, Duran Duran, Culture Club, Iron Maiden, Motörhead. Then the impact this had on bands and music genres in other parts of the world, U2 in Dublin, The skids and Big Country in Scotland, The Alarm in Wales, Men At Work and INXS in Australia, Metallica in California, Ah-Ha in Norway, Grunge movement in the early 1990s.

I would vote for PUNK/NEW WAVE out of London from 1976 to 1984.

I'd say 60's were a toss up between London and LA
70s was all NY (although i've heard an argument about Boston)
not sure about 80's
90's has to be Manchester

Hard to pick an overall winner personally.

80’s Manchester, definitely.
A dangerous idea that almost makes sense...
