For me this is tricky. TUF is blatantly excellent. On the other hand, much as I’m a bit ambivalent about Pink Floyd, The Final Cut is also excellent. So I voted for option 3.

I go with TUF.  Although 2 Suns is really good.

What's interesting is that RW rates that album very very poorly.  For whatever reason, he is not proud of that album at all... I think he may have said it was his worst one.

PF are a bit messed up. But for my, TFC and The Wall are both top tier

There are few albums that I like less than The Final Cut. The Wall has its fair share of awful moments, but side 2 and part of side 4 are actually fairly okay. The Final Cut has one good song (Not Now John) and eleven or twelve other tracks largely devoid of enjoyable musical ideas. There's hardly any energy in the music. I do not enjoy Waters' overdramatic shrieking or talk-singing, both of which permeate the album. To me Two Suns gets pretty cheesy at what is supposed to me the climax of the song, with the "oh no" and "daddy daddy!" sound effects which wipe away any investment I might have had at that point in the song. The lame sax outro doesn't help. Two Suns isn't the worst track (that would have to be Paranoid Eyes or Fletcher Memorial Home) but when compared to the gem that is The Unforgettable Fire, to me there's no question which is the better song. On TUF you have: great atmospheric guitar work from Edge, a great string arrangement that enhances the mood of the song, beautiful vocal melodies, and most importantly a singer who can actually sing. On second thought, the strings in TUF are pretty cheesy too, but I guess I still enjoy them.

My complaint is more that I don't like Roger Waters' voice, especially in those instances. In earlier songs like Free Four, his vocals weren't so bad. Over time, though, it got worse and more grating, and that coincided with him handling lead vocal duties more frequently.
